Transmittal letter dated March 1, 1979, included within report: "This plan is the culmination of a work program which began in late September, 1975, with field surveys of the existing transit operation centered on Atlantic City and the surrounding communities. ... the preliminary final report was submitted ... on June 15, 1977. ... We were advised in January, 1979, that it would be appropriate to submit the final report with the suggested modifications."
