Saying goodbye to their elderly neighbour, Ada Fenwick and Hetty Watson wonder what the next family in Number 22 will be like. When they arrive, they seem quiet and respectable, but behind the closed door and drawn curtains Tom Phillips is a cruel, bullying drunkard and his wife Annie and their children Jenny and Ben live in fear of his violent attacks.
