"Would it not secure the confidence, sympathy, prayers, and moral support of the good people of other countries if those acts of our government that have resulted beneficially to so large a portion of the ex-slaves and free people of color should be followed by a rule of action that would ensure justice and equity to all the people of color in our land?"
