"Compilation of documents presented at a 1993 seminar on sound ways for the Colombian State to handle revenues earned from the exploitation of the newly discovered oil fields of Cusiana. Participants included President Gaviria, his economic team, members of the Central Bank Board, senior economists from international institutions, and worldwide academic experts. The documents recognize the widely held consensus that without sufficient planning, the flux of revenue generated by new oil exports will create inflation and Dutch Disease.
