Assessing damage, urging action

This report of the Eminent Jurists Panel on Terrorism, Counter-terrorism and Human Rights, based on one of the most comprehensive surveys on counter-terrorism and human rights to date, illustrates the extent to which the responses to the events of 11 September 2001 have changed the legal landscape in countries around the world. The Panel addresses the consequences of pursuing counter-terrorism within a war paradigm, the increasing importance of intelligence, the use of preventative mechanisms and the role of the criminal justice system in counter-terrorism.
