About This Book

In October 2001, the UNAMSIL Civil Affairs Section collected and compiled its first set of post-war data to begin monitoring progress in the restoration of state authority and recovery of basic social infrastructure in the country. Proxy indicators had been identified to track progress at the district level, in the wake of UNAMSIL deployment throughout the country. The indicators illustrate trendsand give an overview of the evolution of the country in various sectors, potentially highlighting differences among districts. They are not meant to replace more sophisticated tools necessary to guide policy decisions and interventions. The present "Progress Report" analyses progress between October 2001 and March 2003, with 1991 pre-war data used as baseline whenever available. Part I provides detailed data and analysis in each of the selected areas, both from national and regional perspectives. Part II consists of map illustrations of data by region, with a summary of national totals for the various periods covered.
