"Abstract: This article presents a comparative analysis of two Saudi Arabian peace initiatives: the Fahd Plan (1981) and the ʻAbdallah Plan (2002). These plans aroused considerable political and public debate in the Arab world, and were ultimately ratified, with some modification, at Arab summit meetings. However, they did not have the same impact in Israel. The article examines both the factors that motivated the Saudi elite to propose these initiatives and the responses to them of the Arab countries, Israel, and the US."
