In April of 2008 Mayor Bloomberg and Department of Buildings Commissioner LiMandri announced the launch of the High-Risk Construction Oversight (HRCO) Study to analyze high-risk construction operations of concrete, cranes and hoists, and excavations. A group of highly-specialized engineering experts conducted in-depth site inspections of materials, processes and systems, while simultaneously reviewing the Department's inspection protocols and regulations. The focus was to identify necessary changes to industry practices and Department oversight. This group of online documents includes the report, implementation plan, summary, and videos of experts and their commentaries.
