Assessment for at-risk youth

This paper does not attempt to present a comprehensive discussion guide to assessment; a detailed practitioners guide to assessment techniques can be found in the Assessment trainer's tool kit. Rather, this paper is aimed at providing decision makers with the framework necessary for them to carry out their policy role in implementing first rate assessment systems for at-risk youth.
