The architect of this peace is General Tracy Cameron, commander at Fort Elliot. During a trip to Washington, D.C., General Cameron gave a speech showing the benefits of peace over warfare with the Plains Indians. Impressed by the speech, Senator Chaffee organized a Congressional mission to the West to look into the possibility of allowing the Comanche to remain on their native lands in peace.
