Beyond September 11

Expanding needs, rising costs, and declining investments in international and foreign language training have produced a dangerous shortfall of people with global competence. This report proposes strategies and government policies, through a partnership between the federal government and institutions of higher education, to provide the programs and resources required to produce individuals with the necessary international skills.
