The main goal behind the research effort was to get coherent answers to a few simple questions: what is the infrastructure? How many types? What does the infrastructure-community ratio mean? Why some communities know socio-economic development through infrastructure investments, and others do not? What is the role of elites in the societal-infrastructure relationship? What are the functions of the infrastructure?
