The booklet was published 2 years after a major restructuring of Scottish local government. In the name of increasing its power, the number of local authorities was reduced from 625 to 65 and was controversial. The author was a regional councillor and academic - very conscious of the questions the public were asking about the new system - and structures his analysis around 43 questions
