"In the spring of 2010, the Institute for the Advancement of the American Legal System ('IAALS') collected survey data on the American civil justice system from state and federal judges throughout the United States, as part of a joint effort with Northwestern University School of Law's Searle Center on Law, Regulation and Economic Growth ('Searle Center').
