Performance budgeting system for highway maintenance management

Performance budgeting is recognized as method for making budgeting an effective management tool. By this technique, budgets reflect the financial needs for accomplishing specific work programs based on established levels of service and standards of performance. Control measures are applied to field operations in ways to assure adherence to the work program objectives with the budgeted funds provided. A model system for maintenance performance budgeting was developed.
