Concerns the Hoover doctrine and sanctity of "contracts". The Hoover-Stimson doctrine was a policy of the United States federal government, expressed in a note of January 7, 1932, to Japan and China, of non-recognition of international territorial changes that were executed by force. The doctrine was considered to be an application of the principle of "ex injuria jus non oritur".
