"Study prompted by border conflict between Peru and Ecuador in early 1995. Author has extensive diplomatic experience representing the Peruvian government. Explores major 20th-century issues, in particular the Rio Protocol of 1942. Decries Ecuador's 'revisionist' efforts in the early 1960s to alter and eventually reject the provisions of the treaty.
