Transportation planning under ISTEA

To help local governments be effective participants, the first two sections of this report set forth the Intermodal Surface Transportation Efficiency Act of 1991's planning process, including aspects relating to public participation and financial requirements. The third section details the types of projects that can be funded through ISTEA's various programs. The fourth section introduces the connection between air quality and transportation and outlines relevant provisions of the Clean Air Act Amendments. The fifth section offers examples from Falmouth, Massachusetts, the San Francisco Bay area, and Vancouver, Washington, to demonstrate how local governments and metropolitan planning organizations participate in the process.
