Three examples of methodological approaches to local development and partnerships between state and local governments. The three selected mountain regions -- Haut-Allier (Lozère), Rousses (Jura), and Gaves (Haut-Pyrénées) have in common both a decline in traditional activities, and tourism challenged by global warming. In these geographically isolated areas, territorial planning is more complex than elsewhere. A collective planning process attempts to balance economic, social and environmental concerns.
