The 93rd General Assembly of the Presbyterian Church in the U.S.A. offered the Council of Christian Relations a resolution on segregation in church-controlled institutions. In 1954, the Council shared its findings and recommended, among other things, that "the General Assembly affirm that enforced segregation of the races is discrimination which is out of harmony with Christian theology and ethics and that the Church, in its relationship to cultural patterns, should lead rather than follow"--Leaf 8.
