In the five years since the adoption of the Programme (PoA), scores of activities, projects and programs have been put in place to address the needs of the Member States most affected by the proliferation and misuse of these weapons. This global assistance effort recognized the fact that those states and communities that are most affected by the illicit trade in small arms and light weapons in all its aspects are those states and communities with the fewest resources to address these issues.
