"Yukarı Çulhalı" is in the boundaries of Akdağmadeni, a district of Yozgat (an administrative province). From the forestry point of view, it is tied to Çulhalı Forest Distirict which in turn is tied to Akdağmadeni Forest Enterprise. Of the total area of the village which is 8110 hectare, 6026 hectare is forest, 1426 hectare is patch and 658 hectare is agricultural land.
In the village, there exist three classes formed by size of income. 62,6 % of the 168 families is placed in the "Lower Class" and here the annuel income of a single person is 1 522 TL. In the "Middle Class", this amount rises to 2 875 TL. and in the "Upper Class", to 5 121 TL.
