Bill C31 and its impact on the northern community

Discusses discriminatory aspects of the Indian Act which led to the amendments in Bill C31, passed on June 28, 1988. However, new issues have developed from Bill C31 due to lack of foresight on the part of the government to include in the amendments a restructuring of federal aid in housing, education, health services and social assistance to accommodate the reinstated Status Indians. Also at issue is the government's retention of the right to control status designation.
