A 1940 report on the history and current events of the Ten Year Club, an employee association of the New Jersey State Highway Department (NJSHD), and of the NJSHD in general. Reports on a proposed membership amendment to relax the ten-year work requirement "to cover the cases of employees who were laid off in 1933": "Membership shall be confined to white male employees who have been in the service of the N.J. State Highway Department for an accumulated total of gainful employment of not less than ten years, with no lapse of employment greater than one year; provided, however, that in the case of an employee who has been laid off solely by reason of economy and without fault on his part, such lapse may be greater than one year."
