The authors examine the interpretation of pressure to migrate and propensity to emigrate, terms which are increasingly used in the international migration literature. They then propose the concept of migration potential and redefine propensity to emigrate in an attempt to respond to the same analytical needs addressed inadequately by the earlier terms. Seeking to focus research on the social needs of employment, they offer a flow-based rather than a stock-based representation of the labour market.
