Committee Staff Investigation of the Federal Energy Regulatory Commission's Oversight of Enron Corp

Memorandum by staff for the majority to the Senate Committee on Governmental Affairs giving the findings of an investigation of the Federal Energy Regulatory Commission (FERC)'s performance in monitoring the problems that led to Enron's failure. They found that FERC failed to conduct effective oversight of Enron's activities and did not fulfill its role in protecting consumers against potential abuses resulting from a market-based system.
