"This report presents the results of a study made for the Committee on Lower Manhattan Redevelopment of the New York Chamber of Commerce for the purpose of recommending: (a) the appropriate scope of the Committee's functions; (b) the general outline of a program of activities for the performance of these functions; (c) the composition of staff and size of budget necessary to conduct such a program."
