He was a trusted member of François Duvalier's Presidential Guard and later adviser to Jean-Claude Duvalier. Lt. Gen. Avril led the September 1988 Haitian coup d'état against a transition military government installed in 1986 after Jean-Claude Duvalier's overthrow. His presidency was marred by serious human rights violations and he was arrested in 2001 Avril was released in March 2004 after the 2004 Haitian coup d'état overthrew the then President Jean-Bertrand Aristide.
