Powers of the U. S. Congress

Offers an overview of the twenty-one enumerated congressional powers. Each of these nineteen essays introduces a constitutional power and briefly retells the controversies that have surrounded it from its adoption in 1789 to the present and into the foreseeable future. Contributors address the responsibilities of the Congress, whether the Congress has met or failed to meet theses responsibilities over the past two centuries, and the outlook for the foreseeable future.
