This publication is primarily a progress report on the implementation of the International Arrestee Drug Abuse Monitoring (I-ADAM) program in eight countries and on the challenges they faced.Those countries are Australia, Chile, England, Malaysia, Netherlands, Scotland, South Africa, and the United States. Although some research findings are presented, the principal purpose of this report is to describe the experiences of the countries as they engaged in the process of launching I-ADAM. This report documents that, overall, reasonable progress has been made in implementing the I-ADAM experiment. Problems remain; some adjustments are needed. I-ADAM's impressive potential, however, is undiminished.
