The objective of the project is to provide a detailed diagnosis of the past and present role of foreign capital in Canada....The present survey, mailed to 7,450 recipients in three languages, solicited the view of potential investors who had "seriously considered" making an investment in Canada. The survey sample was structured to reflect the established pattern of foreign investment in Canada according to primary economic activity and nation of origin.
