"The Police Plan" which was translated into Vietnamese "Kế-Hoạch Cảnh-Sát-Hóa" was considered by Lê Xuân Nhuận, the author of this book, the last "national policy" that the US top advisors suggested the Republic of Vietnam (R-VN) government to implement in order to efficiently resist the communists. But, the R-VN leaders did not understand the meaning and importance of this, so it was "aborted"; and the English title of this book of memoirs would be "The Police Plan: An Aborted National Policy of the R-VN."
