This book is aimed at examining Maori participation in the policy formulation part of the reform exercise, and then at Maori responses to the evolving proposals culminating in the new legislation. It necessarily draws conclusions about how effective these processes are for Maori, specifically in relation to the outcomes they sought and articulated.
