About This Book

The purpose of this project was to develop specifications and pilot test an anti-fraud system for commercial drivers license (CDL) third party testing activities in at least three jurisdictions. If enhancements are made, additional jurisdictions are expected to adopt the system. The resultant system, designated the Commercial Skills Test Information Management System (CSTIMS), has the potential to strengthen commercial vehicle safety and security by ensuring the integrity of the nations commercial driving license program. This project was segmented into two phases. Phase I included documenting the business and technical requirements for a CDL anti-fraud system, detailing the current level of automation in jurisdiction licensing systems, and developing functional and performance specifications and a detailed design for a prototype and pilot system. Phase II included developing a prototype anti-fraud system, testing the system, and assessing the ability of the prototype system to combat CDL fraud. Specifically, the analysis estimated the safety and security benefits offered by the prototype system.
