Public housing reform and voucher success

This paper reviews the progress of important federal housing reforms, including the Quality Housing and Work Responsibility Act. It examines the extent to which the U.S. Dept. of Housing and Urban Development (HUD) and its local partners have implemented the changed to transform the physical, social, and economic setting of public housing, improve its management, and enhance the voucher program.
