In response to the flagrant violation of basic human rights by militants against occupied civilian populations during World War II, the Geneva Diplomatic Conference of 1949 met in an effort to revise the Convention of 1929 and prevent the recurrence of these abuses. This historic Conference was the first devoted exclusively to the protection of civilian populations and decreed that the inhabitants of an occupied territory were not to be deprived of fundamental rights during a belligerent occupation, either by any changes made in the government of the territory or by agreements between the local authorities and the occupying power.
