The Department of City Planning made recommendations to the City Planning Commission on March 1, 2004 for the redevelopment of the World Trade Center site in response to the Lower Manhattan Development Corporation's Amended General Project Plan. These recommendations, guided in large part by the Mayor's vision for Lower Manhattan, were put forward to better integrate the World Trade Center site with Lower Manhattan streets, ensure a pedestrian-friendly environment and help create a vibrant destination with a mix of accessible retail and generous open space as well as a respectful environment for the memorial.
