About This Book

The United States Department of the Interior, Bureau of Land Management (BLM) has prepared this draft resource management plan (RMP) and environmental impact statement (EIS) to provide direction for managing public lands under the jurisdiction of the Winnemucca District Office (WDO) in northwestern Nevada and to analyze the environmental effects that could result from implementing the alternatives addressed in this plan. The WDO boundary defines the planning area assessed in this RMP, which encompasses 11,091,545 acres in Humboldt and Pershing Counties and parts of Washoe, Lyon, and Churchill Counties; this acreage includes all lands within the WDO administrative boundary regardless of ownership and includes public lands within the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area (NCA). The BLM administers about 8,448,130 acres, or 75 percent of the planning area. Land ownership in the planning area is mixed and includes other lands administered by the federal government, State of Nevada, and private property. Over 78 percent of the planning area is administered by the federal government, including the BLM, the US Department of Agriculture, Forest Service, and US Fish and Wildlife Service.
