To use Geoffrey's own words, it is a 'slender whimsy'. Published in 1980 as an entertaining way to celebrate his 60th birthday, it was compiled at a time when he was employed in a central government department at Waterloo. His introduction tells readers that the booklet gives the names and positions of an imaginary kingdom of bizarre officials. His introduction suggests he conceived the idea of the booklet long ago during tedious travelling, but when published in 1980 his colleagues (some of whom had assisted with the publication) suspected they were the subjects of the work!
