Annual report of the Board of Public Charities of North Carolina, 1908

Annual Report for 1908, submitted to Governor R.B. Glenn, provides a brief overview of the various state institutions as well as voluntary reports from private organizations, made by request of the Board of Charities, and included in this public report to show in a comprehensive way the entire field of charitable endeavor. Prevention is the opening theme of the report: prevention of procreation and contagion through the separation of groups of inmates, early intervention, training schools for delinquents, better medical skill to prevent disabilities, and a final call for research into the causes of insanity. Charities, homes, schools, health facilities and hospitals, jails and prisons, county camps, and orphanages all report on their expenditures, populations, living conditions, and other general data. Each county provides data specific to its facilities. North Carolina legislation concerning jails, charities, and other institutions is provided at the end of the report, as well as a list of the state institutions, private hospitals, orphanages and other benevolent institutions. Also includes a portrait and brief biography of Edmund Burke Haywood, the first Director of the Board after its reorganization in 1899 and a list of the current board members.
