"Dr. Angela Franco's analysis of free housing in the neighborhood of Llano Verde in Cali is inscribed in this debate. She questions how housing policies in Colombia perpetuate inequality and, in many cases, increase it. Her rigorous research work reveals how the efforts of the government (and some individuals and private and non-governmental organizations) to reduce marginality fail to achieve their task despite the good intentions that generate them. The author studied the historical development of the city during the first half of the 20th century when the department of Valle del Cauca, and Cali, its capital, passed through a moment of economic prosperity and tried to accommodate to the international development agenda."
