Guidelines on population registration

In many OSCE participating States, citizens are required to register their place of residence with the relevant authorities, who use the information for the planning and delivery of state services and to contact people. The Guidelines focus on describing criteria for the development of efficient population-registration systems that correspond to the legitimate needs of the participating States and their citizens. They outline the characteristics of such systems, highlighting good practices in the OSCE region while taking account of the varied administrative traditions of the participating States.
