In resolution 1373 (2001), the Security Council calls upon all States to report to the Counter-Terrorism Committee (CTC) on the steps that they have taken to implement the resolution. On this basis, the Committee sought to establish a dialogue with each UN Member States with a view towards raising national counter-terrorism capacities and fostering international cooperation between the UN system, States and other intergovernmental bodies. The reports submitted by countries eventually topped more than 600 and formed what many experts consider to be the world's largest body of information on the counter-terrorism capacity of each of the 192 UN Member States.
