This is the title of my father's masters thesis at the University of Southern California. It was written in the early 1940's. One of his professors was Irving Fisher.
USC might have a copy. Orlando Lettenier, the Pinochet assasinated ex- Inter American Development Bank official, contacted my dad about it while doing reseach as to the origins of the IDB.
