The purpose of this study is to clarify the complicated aspects of international commodity agreements, past and present, and help to stimulate discussion of this important subject of general interest.

In view of the magnitude of the problems facing the primary producing regions, in particular Latin America, and with the increasing realization among industrialized countries of the need to lessen fluctuations in commodity trade, it seems reasonable to believe that the stabilization measures described in this book will be utilized to an increasing extent in the future.
