"The first volume contains information on the leader of the NRO who served in the organization from its founding in 1961 to its major reorganization in 1992. The second volume contains information about the leaders of the newly reorganized NRO in 1993 through 2001 when the intelligence community initiated consequential structural changes in the wake of the terrorist attacks in the United States on September 11th of that year. The Center for the Study of National Reconnaissance, which now has responsibility for the project, will publish a third volume with background on leaders of the NRO since 2001"--Page ix.
