Final report on establishing affordability standards for residential local phone service rates

This report constitutes the Task 2 report on affordability standards and focuses on two main topics. The first is the analysis of a set of factors that appear to be relevant to the determination of affordability standards. The second topic is the question of what affordability standards might be established. Extensive supporting material has been included in the appendix. The report closes with a summary and some conclusions.
