Their approach is practical in its identification of problems and suggestions for solutions. The authors identify five major challenges to implementing sexual harassment policies and examine each, starting with a description and concluding with specific recommendations for overcoming the challenges in policy making.

They then present a model of the policy implementation process to give the reader a broad, realistic picture of the environment in which implementation takes place.
