Public ownership and the community

This book reviews the decisions which led to the establishment of a series of trusts as the result of restructuring our trustee savings banks and electricity distributors. It is a study of their governance and management, which sheds new light on issues of public versus private ownership, mandate, legitimacy and the meaning of community, as well as on the future of local government as major services such as water and waste water are restructured along commercial lines.
