Report to Governor Mario M. Cuomo on civil service revitalization

This was my attempt to persuade Mario Cuomo to merge the Department of Civil Service, the Civil Service Commission and the Governor's Office of Employee Relations into a rational modern
non duplicative and efficient human resources system. (Ah well; personnel administration is never sexy and very few elected officials want to spend political capital on its restructuring.
